Job Description and Duties

Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

The Research Scientist III (RS III) [Epidemiology/Biostatistics (Epi/Bio)] plans, designs, organizes, and directs public health surveillance and scientific inquiries using STI, HCV, mpox, and HIV surveillance data, and develops cross-cutting recommendations, guidance documents, and reports based on findings. The RSIII (Epi/Bio) also conducts analyses, assessments, and evaluations that are guided by best practices of epidemiologic and statistical methods. The RSIII (Epi/Bio) develops reports, data visualizations, manuscripts, presentations, and other data dissemination resources that interpret and communicate data and results to STD Control Branch (STDCB) and CDPH colleagues, local health jurisdiction (LHJ) partners, and the U.S. Centers for Disease Control and Prevention (CDC). The RSIII (Epi/Bio) focuses on integration and modernization of surveillance processes and data systems for disease conditions under the purview of the STDCB, including collaboration and coordination with other CDPH programs, as appropriate. The RSIII (Epi/Bio) serves as a mentor to other research scientists and analysts in the unit and section. The RSIII (Epi/Bio) provides technical assistance and guidance related to data systems and surveillance processes for the STDCB, and partners in CDPH, LHJs, and others. Additional responsibilities include participating in national workgroups, conferences, and meetings.

The incumbent works under the general direction of the Research Scientist Supervisor I (RSS I), Surveillance and Data Management Unit Chief, Surveillance, Epidemiology, Assessment, and Evaluation (SEAE) Section.
